This position is located in the Planning and Performance Team of the Strategic Planning, Performance and Governance Section (SPPG) in the Office of the Executive Director (OED) at ITC Headquarters in Geneva, Switzerland. The PPT is responsible for ITC\\\'s corporate results-based-management (RBM) system. This includes ITC\\\'s corporate strategic and operational planning, monitoring, reporting, and risk management; building and improving tools and processes that facilitate RBM at all levels in ITC; supporting senior management with data and analysis; assisting projects and programmes in development, planning and reporting, risk management; and providing information to ITC\\\'s governance and oversight bodies.

The focus of this job is to contribute to planning and monitoring of ITC programmes, projects, operations and other activities with the objective to provide actionable management information, support project managers in their results-based management and to fulfil ITC\\\'s accountabilityand transparency reporting obligations. Responsibilities

Under the direct supervision of the Senior Programme Officer, Planning and Performance Team and the overall guidance of the Chief, SPPG, the Associate Programme Officer will be responsible for the following duties:
  • Works with key clients to facilitate the development, planning, implementation and monitoring of programmes/projects, etc.; monitors and analyzes specific aspects of programme/project development, planning and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and recommends corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
  • Carries out basic research on selected aspects of programmes, projects, operations and other activities, etc., to include collecting, analyzing and presenting data, concepts, methodologies and other information gathered from diverse sources.
  • Provides substantive support for strategic planning and monitoring functions, including through the review and analysis of emerging issues and trends, participation in design of project monitoring plans, monitoring project change controls, or research activities and proposals for improvement of monitoring systems.
  • Supports deployment, adoption, maintenance and continuous improvement of ITC\\\'s planning and monitoring processes, systems, tools and documentation.
  • Assists in performing consulting assignments, in collaboration with the stakeholders, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the stakeholders will use to manage the change.
  • Participates in survey initiatives; assists with design and deployment of data collection toolsand needs assessment tools, reviews, analyzes and interprets responses, identifies problems/issues and prepares preliminary conclusions.
  • Contributes to the preparation of various written outputs, e.g. draft background papers, analytical notes, sections of reports and studies, inputs to publications, etc.
  • Provides administrative and substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying and proposed participants, preparation of background documents and presentations, handling logistics, etc.
  • Undertakes outreach activities; participates in the development of training workshops, seminars, etc.; participates in and makes presentations on assigned topics/activities.
  • Participates in field missions, including provision of substantive and administrative support, data collection, etc.
  • Performs other duties as required Competencies
Professionalism: Knowledge of Results-based Management principles and techniques, and their practical applications in strategic and programme planning and monitoring, in particular related to programmes funded by voluntary contributions. Knowledge of project management lifecycle, and in particular of tools and techniques for needs assessment, results planning and monitoring, theories of change and log frame design. Proficient user of Office tools - Word, Excel and PowerPoint; working knowledge of SharePoint; ability to work with large volumes of data/datasets; and ability to extract, analyze, visualize and present data in an accurate and convincing manner. Knowledge of Project Management systems, processes and tools; working knowledge of transparency and accountability mechanisms and initiatives, such as IATI or OECD-DAC/TOSSD standards would be an asset. Ability to identify issues, analyze and in the resolution of issues/problems. Ability to assist with data collection using various
methods. Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases. Ability to apply judgment in the context of assignments given, plan own work and manage conflicting priorities. Education

An advanced (Master\\\'s or equivalent) university degree in business administration, management, economics
or a related field.

Note: A first level university degree in the above subjects with an additional two years\\\' of qualifying professional experience may be accepted. Job - Specific Qualification

Recognized certification in programme management such as Prince 2 is desirable Work Experience

A minimum of two years of relevant professional experience in project/programme
development, management, monitoring, or related area is required.

Experience in a central project management office or corporate strategy
department is desirable.

Experience in a regional office, country office or in field project design, planning
and monitoring is desirable.

Experience in project design, planning and monitoring within a UN entity or
other international development cooperation institution is desirable.

Experience in applying Results-based Management concepts and methodologies
in projects or programmes is desirable. Languages

Fluency in English and French required. Assessment
