The World Organisation Against Torture (OMCT) is seeking to recruit a motivated and committed individual for the period from 15 November 2025 to 15 July 2026 to replace the holder of the position of Coordinator of the Global Torture Index Initiative during her maternity leave. The place of work is either the Geneva or the Brussels office of OMCT.
ABOUT OMCT
The World Organisation Against Torture (OMCT) is the world's largest coalition actively working to end torture, combat impunity, and protect human rights defenders. It works with some 200 member organizations grouped together in the SOS-Torture Network, present in over 75 countries. The OMCT's international secretariat is based in Geneva, with regional offices in Brussels and Tunis. The OMCT amplifies local voices, supports its partners in the field, and provides direct assistance to victims.
The OMCT has developed the -a unique, data-driven tool designed to annually assess the risk of torture and other ill-treatment in every country. The first-ever Torture Index was launched on 25 June 2025 and initially covers 27 countries across all five regions of the world , with plans for scaling up in subsequent years.
The Index evaluates national legal systems, public policies, and their real-world effects, measuring them against international human rights standards. It aims to inform governments, international organisations, and the public through an interactive and accessible online platform. The Index not only quantifies risk but also provides qualitative insights gathered from local civil society organisations and human rights defenders-highlighting systemic issues of this global underreported problem, emerging trends, and testimonies from survivors. By highlighting both challenges and examples of positive change, the Index serves as a powerful platform to support evidence-based action and foster greater compliance with human rights standards.
ROLE AND RESPONSIBILITIES
The person recruited coordinates and develops the OMCT's Global Torture Index Initiative, an initiative within the Anti-Torture Programme at the International Secretariat of the OMCT, under the direct supervision of its Programme Director. The incumbent manages one staff member, consultants (currently two part-time consultants), as well as interns involved with the implementation of the Index Initiative.
Key responsibilities of the position include:
Strategy and annual planning

• Responsible for contributing to the implementation of the Global Torture Index Initiative's annual planning in line with OMCT 4 years' strategic plan.

Coordination of OMCTs Global Torture Index

• Lead the implementation of all methodological and technical aspects of OMCT's Global Torture Index based on documents constituting the theoretical and methodological basis for the Index.
• Plan, organise, and implement the overall process of internal and external consultations with partners and international human rights actors in close coordination with OMCT's Regional Desks and Thematic Programmes.
• Coordinate the operationalization of the Index across OMCT teams and partners.
• Coordinate the visualisation of the Global Torture Index webpage and communications activities, with the support of the OMCT Communications team.
• Coordinate and supervise the work implemented by the Index consultants, including regional experts (together with regional teams), a statistician, and data experts.
• Organise the annual Index event in June 2026, which marks the addition of new countries to the Index, and related visibility activities (including regional and national events, with the support of the communications and regional desks teams).
• Coordinate the drafting of Communications-related products, using Index data, including human rights analysis, blog posts, and newsletters, among others.
• Participate in advocacy events and consultations with diverse audiences, such as human rights measurement initiatives and data discussions when the OMCT is asked to provide advice.
• Identify advocacy opportunities to disseminate the Index initiative and other processes aimed at human rights measurement.
• Organise Index Steering Committee meetings, a capacity-building activity, and other meetings with Index implementing members and partners.
• Contribute to the narrative reports, monitoring, and evaluation of the Index Initiative submitted to donors, for the work period.

QUALIFICATIONS REQUIRED (training and/or professional experience)

• University degree in human rights, international relations, law, political science, or related field. A related master's or post graduate degree constitutes an asset.
• A minimum of five years of relevant work experience in human rights, anti-torture advocacy, project implementation and reporting, preferably with civil society organizations.
• Excellent oral and written language skills in English. Fluency in Spanish and/or French would be an asset.
• Experience with human rights measurement initiatives, data collection, and analysis.
• Previous work with webpages and in charge of communications products related to human rights, torture, and/or data analysis.
