Role Summary



The DRR Project Manager plans, develops, monitors and evaluates the assigned DRR project(s), that involve assessing DRR needs, designing projects, writing proposals and initiating and effectively managing and reporting on the projects in line with the objectives, timeframe and budget. Coordinate and network at a senior level with national and regional authorities, clusters and other NGOs, providing technical support, leadership and strategic direction.

Project Overview



Medair has been operating in Madagascar since 2002 and is currently carrying out multi-sectoral emergency projects in the Great South, the Great Southeast and the East of the country in Water-Sanitation-Hygiene, Health and Nutrition, Shelter and Disaster Risk Reduction, to meet the needs of vulnerable communities, mostly in rural and hard-to-reach areas.

Main Responsibilities:



Maintain an overview of the country DRR programme(s) and of the regional context, with a view to strategically developing new projects in current sites and / or in surrounding regions. Manage the assigned DRR project(s) to meet the project objectives within budget and time frame, through continuous monitoring and supervision of activities, overseeing of the technical design, execution and evaluation of progress through outputs and impacts, using both quantitative and qualitative data, and reporting, all according to Medair and donor standards. Provide strong leadership of the assigned project(s), working to ensure both short and long-term positive impacts and outcomes for the beneficiaries, local authorities (where applicable) and local DRR staff. Develop new proposals linked to the CSP, in conjunction with relevant field managers, and set clear objectives and indicators for activities, in collaboration with the DRR team and where appropriate, with the local communities.

Qualifications, Experience & Technical Competencies:



Essential

qualification

: University degree or high school diploma in at least one of the following technical fields: GRC/RRC/Geophysics/Geology/Geography/Topography/Hydrogeology/Agronomy/Environment.

Essential experience

: 2 years post-qualification professional experience in at least one of the above areas as project manager.

Desirable

: experience in management of humanitarian projects.

Essential language skills:

fluent in French

(spoken and written),

good level of English

(spoken and written).

Essential IT skills:

Computer literate with good working knowledge of Microsoft Excel, Word and Outlook

Desirable

: experience with GIS software(s), with ODK or similar data collection tooln abd collaborative tools like Teams and SharePoint.
