Main Responsibilities



Role Overview





The Engineer - Cost & Planning will play a critical role in supporting the planning and development of marine container terminal projects. This position is responsible for preparing accurate and comprehensive CAPEX and OPEX cost estimates for projects at various stages, ensuring financial feasibility and alignment with organizational objectives. The role requires close collaboration with engineering, and terminal design teams to deliver cost-effective solutions that meet technical and operational requirements.



Key Responsibilities





Develop detailed CAPEX and OPEX cost forecast estimates, and budgets for infrastructure projects during conceptual, feasibility, and preliminary design phases.



Develop high level project delivery time-schedules, including key milestones and project phasing.

Analyze project specifications, drawings, and technical documents to determine cost parameters and implications. Develop and maintain cost databases for benchmarking and future reference. Collaborate with engineering, terminal design, and business development teams to validate cost assumptions and identify cost-saving opportunities. Conduct risk and sensitivity analyses to account for uncertainties in cost projections and assess required contingencies. Support the preparation of financial models and business cases for project approvals. Monitor market trends, labor rates, material and energy prices, to ensure estimates reflect current conditions. Provide input for budgeting, forecasting, and reporting to senior management. Ensure compliance with company standards, industry best practices, and regulatory requirements. Lead the continuous improvement of cost estimating procedures (e.g., tasks automation, leverage AI capabilities, utilization of "top of market" estimating tools, incorporate industry best practices).

Minimum Qualifications/Experience/Skill:



Education:





Master's degree in Civil Engineering, Quantity Surveying, Construction Management, or a related field. Work Experience: Minimum of 10 years of experience in cost engineering or estimating for large-scale infrastructure projects, preferably in the marine or port sector.


Skills:





Strong knowledge of cost estimation methodologies, financial modelling, and risk analysis. Familiarity with cost components of large-scale infrastructure projects, and current cost values. Proficiency in cost estimation software and MS Excel; familiarity with AutoCAD, Autodesk ACC, and MS SharePoint is a plus. Strong knowledge of project time-schedule principles during planning and implementation stage; familiarity with MS Project and/or Primavera P6 is a requirement. Ability to communicate and present in a concise and effective way. Capability to convey expert subjects to non-experts. Ability to work independently whilst being the leading contributor of a cross functional team, which requires a persistent approach to be successful. Developing and maintaining relationships with various stakeholders: management, internal departments, terminal or project teams, consultants. Knowledge of international standards and practices for infrastructure cost estimation, especially AACE procedures. Professional certification (e.g., AACE, RICS) is an advantage.


Languages:





English: Written and spoken proficiency is mandatory

Knowledge of other languages is an advantage
