The Position
External Affairs International (EAi), part of the Roche Pharma CEO Office, ensures the company can shape the policies, funding decisions, and market conditions that determine how healthcare innovation is valued and rewarded. We influence globally where strategic priorities are defined and enable locally where business impact is delivered. Through focused advocacy and a connected global network, EAi builds trusted relationships with governments, multilateral institutions, and global partners, develops third-party advocates, and forges alliances that protect and grow Roche's business while improving patient access to innovation.
The Opportunity
Reporting to the Head Global Policy & Advocacy, the Global Economic & Finance Policy Lead role offers a unique opportunity to enable and drive execution and operational excellence across External Affairs International. You will drive the company's global policy strategy on health-system funding, healthcare financing reforms, and payer economics while assessing how global fiscal pressures and financing innovations affect access to medicines and long-term sustainability. This role translates the Pharma Vision and the OneRoche Policy priorities into actionable strategies, provides strategic guidance to internal teams, and involves taking on external Thought Leadership for up to 30% of your time as a policy advisor for Business Leaders. Key responsibilities:
Lead the development of global policy strategies focused on health-system funding models, payer budget dynamics, financing reforms, and affordability frameworks while producing high-quality strategic analyses that translate these shifts into recommendations for pricing and business strategies.
Monitor and analyze global and regional trends such as budgetary constraints, HTA evolution, outcomes-based payment reforms, multi-year budgeting mechanisms, risk-sharing models, and innovative financing structures.
Represent the company in multilateral and industry forums focused on health-system financing and value assessment, including the WHO, OECD, World Bank, and global HTA networks, while building relationships with policymakers and economists.
Lead economic and policy analyses, including fiscal impact assessments and sustainability modeling, to provide senior leadership with forward-looking intelligence on shifts that may impact pipeline, launch strategies, and portfolio value.
Develop policy briefs, white papers, and external thought-leadership pieces on emerging trends in healthcare financing while identifying and assessing risks associated with major health-financing reforms and reimbursement policies.
Support the continuous development of industry-leading policy capabilities within the Policy Chapter, helping to build a strong global network that enables talent flow and establishes monitoring and reporting frameworks for continuous improvement.
Collaborate with chapters in EAI, GPS, and Pharma International to establish a culture of ownership and innovation, ensuring alignment of policy positions and acting as a trusted advisor to integrate financing insights into access planning.
Who You Are
You possess 10+ years of experience in health-system financing, economics, or health-policy analysis within pharmaceuticals, life sciences, or multilateral institutions, supported by a Master's degree or higher in Economics, Health Economics, or Public Policy.
You have a deep understanding of global health-system funding mechanisms, finance decision-making, and affordability policy, with a proven track record of successful policy shaping projects and an established network in developed and developing countries.
You demonstrate strong analytical and modeling abilities alongside excellent communication skills for senior-level audiences, with the capacity to synthesize complex data and influence without authority across a decentralized organizational model.
You bring established relationships with key stakeholders and have the ability to manage critical conversations and collaborative partnerships while navigating complex policy landscapes to derive actionable business insights.
You are an agile leader who role models pharma operating principles, promotes a diverse and inclusive culture, and brings empowered decision-making and a creative mindset to life through strategic agility and a focus on impact.
