This position is located in the Treaty Body Capacity Building Programme, Anti-Torture, Capacity Building, Coordination and Funds Section, Human Rights Treaties Branch (HRTB), Human Rights Council and Treaty Mechanisms Division (CTMD) of the Office of the High Commissioner for Human Rights (OHCHR), in Geneva. The Programme Management Officer reports to the Coordinator of the Capacity Building Programme, under the overall guidance of the Chief of Anti-Torture, Capacity Building, Coordination and Funds Section.

Within delegated authority, the Programme Management Officer will be responsible for the following duties:
  • Develops and implements the project on the creation of a virtual knowledge hub for National Mechanisms for Implementation, Reporting and Follow-up (NMIRFs). monitors and analyzes the project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
  • Performs consulting assignments, in collaboration with stakeholders, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan..
  • Researches, analyzes and presents information gathered from diverse sources.
  • Generates survey initiatives; designs information collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
  • Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
  • Organizes consultative and other meetings, conferences, etc. relating to NMIRFs, to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
  • Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on NMIRFs.
  • Coordinates activities related to budget funding (project preparation and submissions, progress reports, etc.) and prepares related documents/reports, (workplan, budget, etc.).
  • Performs other duties as required.
