The WHO Foundation (WHOF), launched in May 2020 and headquartered in Geneva, was created as an independent Swiss foundation affiliated with but independent of WHO. Its mission is to mobilize greater private capital and partnership to advance the mission of the World Health Organization (WHO), enabling catalytic impact on the people whose lives rely on WHO's work and facilitating innovation to maximize the impact of the resources we invest.
WHO plays a singular role in leading the global health ecosystem, acting as a first-responder to health crises -- including the current conflict in Ukraine and on behalf of the 15+ million people in urgent need of aid in Horn of Africa; producing technical guidelines and tools to prevent and treat disease; and acting as a country-level convener with an unparalleled level of trust. The crises of the 21st century, including COVID-19, have made clear both the inequity of access to effective and affordable healthcare and the indispensable role of WHO. Yet WHO lacks sufficient resources to fulfill its mandate. And, beyond funding, its vision cannot be achieved by the public sector alone.

PURPOSE
The role of the Strategic Engagement Analyst is to support the Strategic Engagement (SE) team in defining the investment blueprint for the WHO Foundation. The SE Analyst will play a crucial part in shaping evidence-based decision making; support the development of metrics to measure impact across the WHOF portfolio; program development, implementation and evaluation; and assist with the management of grants around the various thematic areas. The SE Analyst will support the SE Team in analyzing and synthesizing data to inform programmatic strategies, evaluate impact, and enhance stakeholder engagement. This includes supporting engagement with WHO and external partners, donors and interlocutors; the technical/programmatic development of the opportunities for investment and collaboration; supporting research, writing and analysis in the areas of mental health, digital health, climate and health, health equity, primary healthcare and health emergencies.
REPORTS TO
The SE Analyst will report to one but regularly work with all of the Heads of Strategic Engagement, as well as collaborating closely with the entire Development team.
KEY RESPONSIBILITIES
1-Overall
Provide comprehensive support to the Strategic Engagement team to identify, evaluate, and monitor investment opportunities aligned with WHOF priorities.
Manage programmes and initiatives across thematic areas, ensuring timely implementation, follow-up, and impact tracking.
Respond flexibly and effectively to emerging priorities anddemands.
2. Data quality monitoring, assurance and management
Design and support data collection, quality control, data transfer, management, and reporting systems for all grants.
Analyze data from diverse sources to identify trends, measure impact, and provide insights on global health issues.
Build analytical and data visualization frameworks for retrospective and prospective impact analysis.
Conduct statistical analyses and develop data models using appropriate software tools.
Support the integration of impact metrics into proposals and other strategic materials in collaboration with the Dev, impact finance, and communications teams.
Provide Monitoring & Evaluation (M&E) oversight including theory of change, logframes, and M&E plans.
Respond to technical queries with timely, data-informed insights.
3. Development of investment portfolio
Support the Heads of Strategic Engagement in development of the portfolio of investments for the WHO Foundation. This includes analyzing key insights with a data driven approach across six thematic areas, including Climate and Health, Digital Health, Health Equity, Mental Health, Primary Health Care and Health Emergencies.
Conduct comprehensive literature reviews and synthesize existing evidence to inform portfolio development and decision making.
Stay up-to-date with the latest developments in global health research to support research, writing and analysis of key trends in global health including new opportunities for engagement.
Support the development of pitch decks, concept notes, talking points, and briefing reports, as needed across the team.
4. Proposal development, grant making and project management
Provide technical input and data to support proposal development, grant making, and reporting.
Work collaboratively with the SE and Dev teams throughout the grant management cycle, ensuring compliance and alignment with funding agreements.
Provide operational, technical, and financial support to selected projects, including partner identification, disbursements, M&E, and technical follow-up.
Maintain coordination with the Dev team to ensure a cohesive approach to donor engagement and opportunity tracking.
5. Implementation of impact measurement for the WHO Foundation
Support SE in implementing WHOF's impact measurement strategy, with a strong focus on data analytics and strategic communications.
Assist in the development and operationalization of the WHOF impact measurement framework, including related tools and processes

Facilitate internal training and communication on impact measurement practices across SE and other Foundation teams.
Coordinate across WHO Foundation teams, WHO, and partners on all aspects of impact measurement and reporting.
PROFILE
ESSENTIAL:
Advanced university degree (Master's degree or equivalent) in public health, international development, humanitarian action or related field.
Strong skills in quantitative data analytics, particularly using secondary data for building impact analysis and investment cases. Experience using, managing and cleaning data sets and systems, and using statistical software programmes and other software to analyze data and visualize data.
Expertise in preparing high quality slide deck: excellent graphic design skills in PowerPoint, and use of Canva or other platforms an asset.
Strong analytical and technical writing skills.
Good knowledge of the global health/public health ecosystem, WHO and global health partners,, and sound knowledge of emerging global health issues and debates.
Comfort with and/or experience of operating in a lean and fast-paced start-up environment.
Fluency in English
DESIRABLE:
Previous working experience in Latin America or Africa or the Middle East or Asia.
Previous experience in a consultancy firm.
A minimum of 2 years of experience working in the health sector (NGOs, private sector, consultancy firms, UN Agencies, etc.)
Experience in supporting innovative and high impact global health programming. Experience in a combination of Climate and Health, Digital Health, Health Equity, Mental Health, Primary Health Care and Health Emergencies, an asset

Previous exposure to the M&E and impact metrics field, to monitor and quantify impact for global health stakeholders as an asset.
Strong aptitude to work with autonomy and entrepreneurship, both individually and as part of a complex team effort
