Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Project Context and Scope

The consultant\\xe2\\x80\\x99s primary responsibility is to develop an electronic version of the paper-based IOM Cash-Based Interventions (CBI) Manual in line with the procedures and guidelines from the IOM ICT Team.

The CBI Manual aims to support IOM staff interested in using CBI in their interventions according to best practices and following IOM internal procedures. The manual defines processes, procedures and standards to guide the use of cash and vouchers within IOM. It is in line with IOM\\xe2\\x80\\x99s strategy of increasing the use of CBI across the organization to address people\\xe2\\x80\\x99s needs and reduce vulnerabilities through the use of CBI modalities across IOM programmes.

The manual seeks to balance IOM\\xe2\\x80\\x99s project-based nature and the need for flexibility to operate in a variety of contexts with IOM and donor obligations. While it follows industry-standard guidelines for CBI on best practices for creating, implementing and monitoring CBI programmes, it harmonizes these with IOM policies and procedures to ensure that IOM\\xe2\\x80\\x99s minimum standards are met.

To ensure that the paper-based Manual is readily available and easily accessible to all staff members, the aim is now to turn it into online format. This will facilitate further dissemination and use of the Manual. The online CBI Manual would be a web-based application (mobile ready) with similar features as other IOM handbooks. The online manual would be available in English, French, and Spanish and include photos and graphics in line with the paper-based Manual.

Organizational Department / Unit to which the Consultant is contributing:

The consultant will work under the overall supervision of the Senior CBI Officer, the direct supervision of the CBI Officer and in close coordination with other relevant division at IOM HQ, including the ICT Team. The selected candidate will be home-based.

Core Functions / Responsibilities:

Tasks to be performed under this contract

The Category B Consultant is hired to deliver an online reference manual on a two-instalment payment basis, with instalments becoming due after completing the third and fourth deliverables, respectively. * First deliverable \\xe2\\x80\\x93 The workplan and the technical document is expected within one (1) week after the start of the contract - 15 Oct 2023
  • Second deliverable \\xe2\\x80\\x93 Proposal of design or mock-up of the site is expected within two (2) weeks after the start of the contract - 21 Oct 2023
  • Third deliverable \\xe2\\x80\\x93 Develop an online reference manual based on the paper-based IOM CBI Manual that details how CBI operates within one (1) month prior to the end of the contract \\xe2\\x80\\x93 First instalment payment \\xe2\\x80\\x93 30 Nov 2023
  • Fourth deliverable \\xe2\\x80\\x93 User Acceptance Testing and release of the website is expected within two (2) weeks prior to the end of the contract \\xe2\\x80\\x93 Second instalment payment \\xe2\\x80\\x93 15 Dec 2023
Performance indicators for evaluation of results

The specific activities, outputs, and performance indicators will be laid out by the consultant in a workplan to be submitted within the first week of the consultancy to be reviewed and approved by the CBI Officer. The main expected outcome of this consultancy will be to develop the online version of the paper-based IOM CBI Manual.

Required Qualifications and Experience:

Education
  • Master\\xe2\\x80\\x99s degree in Graphic Design, Web Development, Software Development, Digital Design or a related field from an accredited academic institution.
Experience
  • Proven working experience as a Drupal developer;
  • Equivalent experience building and deploying web applications for large organizations;
  • Working experience on developing non-static websites following accessibility standards,particularly with Drupal 9 and 10, PHP 8.1 and ACQUIA Site factory;
  • Working experience with international organizations and knowledge of the United Nations.
Skills
  • The ability to communicate technical subject matter (in oral and written forms) to people with varying technical knowledge/skills and from different educational and cultural backgrounds;
Languages

IOM\\xe2\\x80\\x99s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written).

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

The consultant must adhere to the International Organization for Migration (IOM) Data Protection Principles (IN/138) and maintain confidentiality.

The consultant will be responsible to follow IOM writing guidelines and latest glossaries in all given assignments for accurate translation.

  • The appointment is subject to funding confirmation.
  • Appointment will be subject to certification that the candidate is medically fit for appointment, accreditation, any residency or visa requirements, and security clearances. This will be verified as part of the medical clearance process.
