Context:

Under the overall guidance of the Director, Department of Financial & Administrative

Management (DFM), the direct supervision of the Senior Resources Management Officer (L3 Emergencies/Head, DFM Emergency Support Unit (ESU) in Headquarters (HQ) and working in close coordination with Administrative Centres in Manila (MAC) and Panama (PAC), Regional Offices (ROs) and Country Offices (COs), the Resources Management Officer will support the ESU in managing the resources management functions for the Department of Operations and Emergencies (DOE) in HQ and of Country Offices in L3 emergencies.

Core Functions / Responsibilities: * Support the Resources Management (RM) functions in COs implementing L3 emergency operations and DOE, to ensure robust and efficient support, compliance with IOM regulations, rules and procedures, policy guidance, and interpretation of L3 Standard Operating Procedures (SOPs). Provide audit support functions, guide COs in answering related queries, and assist in resolving complex matters.
  • Guide, advise, and provide policy and procedural support to COs in L3 emergencies in the development of IP assessment and selection criteria, formalization of IP agreements, financial performance review, and risk management, in line with relevant policies, procedures, and guidelines.
  • Propose improvements on internal control mechanisms to ensure compliance with IOM regulations, rules, and procedures, safeguard the Organization\\xe2\\x80\\x99s assets, and prevent waste and fraud.
  • Review project budgets to ensure completeness and accuracy, with a view to seeking adequate coverage of shared staff and office costs and relevant risk management aspects, and ensuring funding availability for vacancies and staff contract extension.
  • Monitor the financial performance of projects to ensure expenditures remain within authorized level, analyze variances between budgeted and actual expenditures, and take action to resolve anomalies and unusual trends.
  • Facilitate preparation of donor financial reports and financial analysis of projects as well asprogrammes in accordance with IOM and donor reporting requirements.
  • Ensure appropriate coordination with Manila Supply Chain Unit (MSCU) and Legal Department (LEG) on high-value procurement. Regularly evaluate the status of open commitments to ensure validity and timely delivery of goods/services in compliance with the Purchase Order (PO) and donor agreement.
  • Collaborate with the Human Resources (HR) Officer in ESU to regularly update the roster for resources management staff for surge capacity and assist with rapid short-term deployment, particularly at the onset of emergencies.
  • Contribute in reviewing relevant L3 emergency guidelines and SOPs make suggestions for procedural improvements and assist in training resources management and programme support staff on relevant areas of resource management.
  • Prepare management reports related to resources management for L3 emergencies including project burn rate, commitment status, staffing, and HR matters, and follow-up with relevant colleagues for further action.
  • Provide human resources support during the HR Officer\\xe2\\x80\\x99s absence and undertake resources management functions for DOE when needed.
  • Undertake duty travel to provide support to L3 emergencies in relation to resources management functions.
  • Perform other duties as may be assigned.
Required Qualifications and Experience:

Education
  • Master\\xe2\\x80\\x99s degree in Finance, Accounting, Business Administration, or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.
  • Professional certification as Chartered Accountant (CA) or Certified Public Accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) will be a distinct advantage.
Experience
  • Experience in administration and management of humanitarian assistance and complex/emergency programmes;
  • Experience in liaison with governments and international agencies and solid experience with various donor requirements;
  • Practical experience in IOM or an intergovernmental field-based organization in administrative and financial management, budget monitoring, cash management, and internal control procedures; and,
  • Previous experience working with implementing activities involving Cash Based Interventions and Implementing Partners in the humanitarian sector and in an emergency context is desirable.
Skills
  • Knowledge of International Public Sector Accounting Standards (IPSAS), finance, procurementand HR procedures and rules; and
  • High level of computer literacy, particularly experience in computerized accounting systemssoftware and procedures
Languages

IOM\\xe2\\x80\\x99s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of French and/or Arabic is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
