BACKGROUND

The Convention on Wetlands is an intergovernmental treaty, which provides the framework for national action and international cooperation for the conservation and sustainable use of wetlands. It was the first of the modern global multilateral environmental agreements (MEAs) and remains the only MEA dedicated to the conservation of a specific critical ecosystem. Wetlands are among the most diverse and productive ecosystems. They provide essential services and supply all our fresh water. However, they continue to be degraded and converted to other uses.

The Secretariat of the Convention has its headquarters in Gland, Switzerland, where the International Union for Conservation of Nature (IUCN) provides legal status and related administrative services for the Secretariat support contracting Parties in the implementation of the Convention.

JOB DESCRIPTION

Under the supervision of the Senior Advisor for Asia and Oceania, the post-holder will contribute to the Secretariat\\\'s engagement in supporting Contracting Parties in implementing projects and programmes that are aligned with the priorities established by the Conference of the Parties.

SPECIFIC DUTIES AND RESPONSIBILITIES

1. Support efforts to increase Wetland Finance, in close liaison with Resource Mobilization and Partnership Officer:

? Compile and maintain data on international financing for wetlands related projects, and make it available to contracting parties and other stakeholders;
? Support liaison with international donors and financing mechanisms (e.g. GCF, GEF, multilateral development banks, bilateral donors, etc.) to access the most current data on wetlands investment;
? Support liaison with the implementing agencies of GCF, GEF and multilateral development banks, including to promote development of wetland-focused project or consideration of wetlands within projects, in line with priorities and needs of Contracting Parties;

2. Manage small-grant programmes of the Secretariat, in close liaison with relevant Secretariat staff (regional teams, Resource Mobilization and Partnership Officer):
? Prepare calls for proposals;
? Coordinate evaluation of project proposals;
? Provide project oversight, including to ensure adherence to project plans, schedules, budgets, and reporting requirements;
? Prepare donor reports in a timely manner, and prepare annual report on small grant programme projects;
? Facilitate coordination among small grant programmes including those operated by Ramsar Regional Initiatives (RRls), establishing appropriate mechanisms for this.

The above job description contains the main duties and responsibilities for this position. However, in the Secretariat of the Convention on Wetlands, staff members are expected to undertake other tasks that are reasonably allocated to them, but which are not part of their regular job description. Where any task becomes a regular part of an employee\\\'s responsibilities, the job description will be changed in consultation with the employee and Human Resources.

REQUIREMENTS
  • Education:
  • University degree in economics, environmental law, environmental/climate finance, public administration, political science, natural resources management, development or other relevant discipline.
  • Experience & Technical Skills:
  • 3 to 5 years of experience in a similar role, preferably in an international context;
  • Competent understanding of financing mechanisms, especially GCF, GEF, and relevant UN and other international organisations;
  • Qualitative and quantitative data collection and analysis skills, strong data visualization skills;
  • Demonstrated experience in making realistic and actionable recommendations to improve proposal/pipeline development and project implementation;
  • Proven track record in successful fundraising, proposal development, and grant management;
  • Knowledge of global environmental and sustainability issues;
  • Excellent written and verbal communication skills in English.

SALARY

The gross annual salary for this position is between CHF 86\\\'330 and CHF 107\\\'913. While this is an indicative amount effective as of the current date, changes may occur as per IUCN\\\'s compensation practices without prior notice. The same applies to other organisations hosted by IUCN.
