Terre des hommes Foundation (Tdh), with headquarters in Lausanne and an office in Zurich, is the leading Swiss organisation for child rights. In 2022, we supported 2.6 million children and members of their communities around the world. We trained people who in turn supported a further 4.5 million children and members of their communities.

Context :

Terre des hommes (Tdh) is an independent, neutral and impartial Swiss organization founded in 1960, dedicated to bringing about significant and lasting change in the lives of children and young people, especially those most at risk. Tdh ensures their well-being and the effective implementation of their rights as defined in the Convention on the Rights of the Child and other human rights instruments. To make a difference, Tdh focuses its efforts on maternal and child health, children and young people in migration situations, and access to justice. Tdh promotes the active participation of children and young people to empower them. Tdh advocates for their rights and support them in expressing their needs and interests. Tdh works in fragile contexts and conflict zones, as well as in more stable environments.

Intervening in 29 countries around the world, in dynamic and complex humanitarian and development contexts with an operational budget of over 100 million Swiss francs, Tdh promotes a Human-Rights Based Approach to programming, and an overall advancement of quality and accountability by ensuring meaningful access to Tdh services for all in safety and dignity. Tdh has adopted the Core Humanitarian Standard (CHS) as its framework for Quality & Accountability, which is fully integrated with widely recognized industry standards, notably the Sphere Handbook, the Minimum Standards for Child Protection in Humanitarian Action, and the IASC Principles for Accountability towards Affected Populations.

The international humanitarian and development sector is faced with increasing regulatory requirements and scrutiny from donors, regulators, and host country governments. This requires constant vigilance and ever evolving and adapting policies, processes, and practices to ensure cost-effective compliance while at the same time maintaining space for programme performance and innovation.

General Responsibilities :

The Head of Global Ethics and Compliance Office promotes an ethical culture throughout the organisation and works to prevent, detect, respond to, and/or mitigate potential breaches of ethical guidelines, safeguarding policies, financial policies, contract and grant requirements and/or law. With a direct reporting line to the Director General, she/he manages and oversees the office responsible for assessing compliance efforts to meet internal, contractual and legal obligations, and for developing appropriate compliance strategies, training and initiatives necessary to minimise noncompliance and/or unethical conduct within Tdh and/or those working on behalf of Tdh. She/he oversees case management and investigations of all reports of ethics violations including fraud, corruption, safeguarding/PSEAH and other Global Code of Conduct alleged breaches.

She/he will work towards the integration of Organisational Risk Management and Internal Control within the Global Ethics and Compliance Office\\xe2\\x80\\x99s mandate in the next two years, depending on available resources.

She/he reports regularly about the Ethics and Compliance programme, as well as risk findings, and case management (within the limits of confidentiality) to the Director General and once a year to the Directorate and the Board of the Foundation. While he/she reports to the Director General, he/she also has the possibility to link with the Board if deemed necessary.

She/he shows excellency in performance and exemplary leadership in participatory, transparent and inclusive work ethic and feels personally accountable towards colleagues, donors, beneficiaries and broader communities. She/he aligns with and promotes the organization\\xe2\\x80\\x99s values and supports full compliance within the organisation. She/he acts as a champion of corporate integrity, ethics, and accountability\\xe2\\x80\\x94the cornerstone of a compliance culture within Tdh.

The Global Ethics and Compliance Office fosters a culture of trust and respect, both internally and externally, in Tdh\\xe2\\x80\\x99s ethics and compliance framework, reporting, incident management, and follow up systems. Mutual trust and respect between key organisational functions and the Office is fundamental to ensure the well-functioning of the system. It requires a mind-set of collaboration of all functions at all organisational levels by applying its socio-cultural values (acting with purpose, serving, caring, integrity, equality).

Profile :

Education :
  • Master\\xe2\\x80\\x99s degree or equivalent academic background in the field of law, business administration, international development or another relevant field
Experience :
  • 5-10 years of experience in the humanitarian and/or international development sectors, ideally with direct experience with both programmatic and compliance functions
  • Proven experience with ethics, compliance, prevention of sexual exploitation, abuse and harassment
  • Proven experience in management and/or conduction of investigations into noncompliance and ethics issues
Competencies:
  • Strong strategic and analytical thinking
  • Demonstrable understanding of risk management methodology and practice in an international humanitarian and development environment
  • Knowledge of Swiss/US, EU Government and United Nations agencies grants and contracts ethical requirements, sanctions and counterterrorism and anti-money laundering laws is a plus
  • Certifications such as Certified Risk and Compliance Manager Professional (CRCMP), Certified Fraud Examiner (ACFE) and/or Certified Compliance and Ethics Professional (CCEP) are a plus
  • Excellent interpersonal skills, desire and ability to work collaboratively, mind-set of partnership
  • Highest standards of ethics and integrity, commitment of confidentiality and independence Sensitivity of cultural, political, and religious environments
  • Excellent written and oral communication in French and English, any other language is an added value (German, Arabic)
  • Commitment to Tdh\\xe2\\x80\\x99s organisational and socio-cultural values
  • Willingness to travel
Salary :

Salary: The gross monthly salary is between CHF 7,300 and CHF 8,300 *13.36 depending on experience. 5 weeks paid holiday. 2 days teleworking per week for a 100% salary. Flexibility

Tdh Global Code of Conduct and Risk Management Policies :
  • Fully complies with Tdh\\xe2\\x80\\x99s Global Code of Conduct and systematically reports any breach to the Code through the whistleblowing procedure: raises awareness within the Foundation on abuse and violence and the rights deriving therefrom, respecting the rights and dignity of children, members of the communities and our own Staff
